Introduction: 1 The State Government is taking several steps for the welfare of the farmers. Agriculture and farmers have made a valuable contribution to the development of the state. During the growing season and in the kharif season, crops are exposed to contingent natural hazards such as drought, cloudburst, non-seasonal rainfall (Mawthu). In case of crop loss of 3% or more, SDRF is used to protect against these hazards.
In addition to the assistance paid under the Pradhan Mantri Fasal Bima Yojana, various farmers received insurance claims subject to the terms of insurance companies. The state government had issued a tender for the Pradhan Mantri Fasal Bima Yojana this year but it has a very high premium from insurance companies. Which is not in the interest of the state as well as the farmers. Hence a transparent and simple method for crop damage to farmers in the event of a natural disaster with the aim of covering all the farmers of the state and not leaving the affected farmer behind. It has been decided to implement the plan.
Resolution: Mukhyamantri Kisan Sahay Yojana to provide state assistance to farmers against the risk of crop loss due to natural calamities due to drought, excessive rainfall and non-seasonal rains (Mawthu) covering all crop planting area for kharif season in the year 2020-21 at the end of adult consideration. A) Disaster hazards covered under the scheme: Under this scheme, crop damage due to (1) drought (2) excess rainfall and (3) non-seasonal rainfall (Mawthu) hazards in kharif season crops will be considered eligible for assistance.
1. According to the revenue rain gauge of the taluka which has received less than 10 inches of rain in the current season or from the onset of monsoon in the state till 31st August, there has been no continuous rain for four consecutive weeks (3 days) between the two rains. Damage to the crop planted in the field will be considered as risk of drought. Under normal circumstances, irrigated by the Irrigation Department, R2 Page 1 of 5 farmers in the command area will not be eligible for the benefit of drought risk and the list will have to be made available by the Irrigation Department to the District Collector / District Development Officer.
Extreme rainfall: Unit to taluka in case of heavy rainfall such as cloudburst, continuous heavy rainfall including districts of South Gujarat region (Bharuch, Narmada, Tapi, Surat, Navsari, Valsad and Dang) in 3 hours or more in 3 hours and in all districts of the state except If 3 inches or more of rain in 4 hours is recorded as per the rain gauge of revenue taluka and damage is done to the standing crop, it will be considered as risk of excess rain. .
Non-seasonal rainfall (Mavthu): From 15th October to 15th November in the rain gauge of revenue taluka 20 mm in 3 consecutive hours.
2) Procedure for approving the application: (1) The application should be approved by the Gram Sevak after verifying the application keeping in view the instrumental documents including the application received online and the print copy of the application received under it. (3) Based on the recommendation of the Gram Sevak, the Taluka Implementation Officer of the concerned taluka will approve the online application. (3) The District Agriculture Officer will process the applications approved by the Taluka Implementing Officer for payment of assistance in the bank account of the farmers through PFMS.
H) Terms and bids of the scheme: દ્વારા With the land record and CM to get the application of farmers online with the help of NIC by the Director of Agriculture. A portal connected to the dashboard has to be prepared. યાદી The list of beneficiary farmers approved by the District Development Officer has to be uploaded on this portal by the District Agriculture Officer. With the help of NIC, a system should be set up in the portal where applications can be made only against the 3-A account numbers included in the list of beneficiary farmers approved by the District Development Officer by the Director of Agriculture so that the workload of receiving and disposing of such farmers can be reduced.
• A bank has to be appointed by the Director of Agriculture to deposit the amount of grant under Mukhyamantri Kisan Sahay Yojana and transfer it under PFMS. The Director of Agriculture shall withdraw money from the provisions of the budget and deposit it in the account of the designated bank for the implementation of this scheme.
Assistance approved by the District Agriculture Officer by the designated bank shall be paid in the bank account of the beneficiaries. પ Fortnightly reconciliation report by the designated bank which shall be submitted to the District Agriculture Officer of that district and to the Director of Agriculture at the state level. A grievance redressal mechanism will be set up by the appointed bank and the Director of Agriculture to address the queries of the beneficiary farmers.
• To help the farmers to apply online at e-gram center at village level, to take pint out of it, to prepare instrumental papers, VLE of e-gram center will have to pay a remuneration of Rs.5 / - per successful application through district panchayat. . Expenditure in this regard will have to be borne from the contingency of the scheme, સફળ Toll free number service will have to be made available for successful management of the scheme and guidance of farmers. For this the Director of Agriculture will be able to take services from outsourced.
The cost of this can be borne by the contingency of the scheme. Preparation of portal for this scheme, facility / service for various operations at state level - district level, appointment of outsourced CA for audit work, office expenses, publicity, VLE remuneration, manpower for data analysis and toll free. The Director of Agriculture will be able to spend up to 1.5% of the total cost of the Center etc. By Page 4 of 5 દર Budget provision made by the State Government every year shall be credited to the bank account opened for the scheme in the designated bank for the implementation of this scheme and it shall be credited to the same account as fund every year. In case the amount payable against crop loss in that year is more than the amount deposited in the bank, the State Government will deposit the difference in the bank. The interest on the amount deposited in the bank account will be considered as part of the fund.
